Russia: Overturn Discriminatory “Gay Propaganda” Law

Goal: Do away with “gay propaganda” law found by the European Court of Human Rights to encourage homophobia and discrimination.

Russia’s “gay propaganda” law is one that “reinforced stigma and prejudice and encouraged homophobia,” according to a ruling made by the European Court of Human Rights, which also stated that the country discriminated against activists who opposed the law. The law forbids the promotion of “homosexual [behavior] among minors.” Private individuals face fines of as much as 5,000 rubles, while officials face up to 50,000 and businesses or schools 500,000.

Although homosexuality was decriminalized in Russia, legislation like this ensures the continuance of anti-gay prejudice and discrimination, and that LGBT citizens will not be accepted by the rest of their community. The European Court of Human Rights ruled that Russia must pay damages to activists previously condemned for protesting the law. The Russian justice ministry has said it will repeal this decision. Russia’s “gay propaganda” law and the condemnation of activists who opposed it was found by the European Court of Human Rights to promote homophobia and discrimination. The Russian government must protect the rights and well-being of its citizens, and put an end to this prejudiced legislation rather than appealing the decision of the Court.

Homophobia and anti-gay prejudice remain serious issues, even after the decriminalization of homosexuality in Russia. The “gay propaganda” law encourages those stigmas, and the Court found that it “served no legitimate public interest.” I urge you to overturn the discriminatory “gay propaganda” law.
