Stop Condoning and Enabling Domestic Violence in Romania

Target: Judge Iulia-Cristina Tarcea, president of the High Court of Cassation and Justice, Romania

Goal: Address and condemn domestic violence for the dangerous crime it is.

Romania’s failure to protect or even acknowledge victims of domestic violence is a long-standing problem, and the European Court of Human Rights found that it violated articles of the European Convention on Human Rights, which prohibit discrimination, abuse, and mistreatment based on gender. The court fined Romania after it failed to hold accountable a man who attacked his wife 8 times, and instead blamed the victim.

Angelica Balșan endured years of domestic violence, suffering injuries that required over a week of medical care, and said that she feared for her life. She asked authorities for protection, but her husband was acquitted in some cases, and in others authorities decided not to press charges at all, deciding she had provoked the attacks. Official statistics show that the majority of Romanians regard domestic violence as normal. The European Court of Human Rights stated that “the overall unresponsiveness of the judicial system and the impunity enjoyed by aggressors, as found in Ms Balșan’s case, indicated that there had been insufficient commitment” to combatting abuse. Demand that Romania’s judicial system bring justice and protection to victims of domestic abuse.

PETITION LETTER:

Dear Judge Tarcea,

Domestic violence is a serious crime, and must be treated as such. The finding of the European Court of Human Rights regarding the case of Angelica Balșan is an indication of a much larger problem, and she and other domestic abuse survivors like her deserve justice.

Inhuman and degrading treatment and discrimination based on gender is prohibited under articles of the European Convention on Human Rights, and domestic violence clearly falls into that category. Victims of this crime deserve to be protected, and the perpetrators punished for their actions. I urge you to enforce laws combatting domestic abuse and ensure justice for victims.

  1. It’s really terrible that most Romanians think domestic abuse is normal! Something needs to be done to change this. Education on abuse issues would be a big help.

  2. Romainia domestic violenve is wrong and abusive. Stop the insanity! education might help your wrongs.
