Justice for Black Man Who Died After Cop Allegedly Used Unapproved Choke Hold and Stun Gun on Him

Target: Steve Wolfson, Clark County District Attorney

Goal: Hold officer responsible for the death of black man who died after being put in an unapproved choke hold and tasered.

An unarmed African American man reportedly died after being tasered and put in a choke hold from behind by police. The victim, 40-year-old Toshii Brown, was reportedly shocked a number of times with a stun-gun. Officer Kenneth Lopera can be heard in the recording telling Brown to get on his stomach. “I will,” he replies, but he’s already being struck with the stun-gun. The officer punches the victim in the head and neck. The officer was heard on the body-cam recording saying that he put the victim in a “rear naked choke hold,” an unapproved mixed martial arts technique that is banned in most cities. Officer Lopera held on, choking the victim for over a minute, says the county undersheriff, who added that it only takes seven to ten seconds to render a person unconscious.

According to department officials, this isn’t the first time Officer Lopera used this choke hold. Perhaps if this officer was made to follow the rules and not allowed to get away with excessive force, Brown would still be alive today. There’s no excuse for going this far to “subdue” someone who is unarmed and not threatening the officers. The district attorney said that there would be a public-use-of-force review to show the findings of the investigation into this man’s death. Please sign this petition to demand justice for this man, whose life was needlessly taken.

PETITION LETTER:

Dear Mr. Wolfson,

An unarmed African American man died, reportedly  after a police officer tasered, punched, and used an unapproved choke-hold on the victim. According to the undersheriff, the officer used the mixed martial arts technique and held onto the victim’s neck from behind, choking him for over a minute. It only takes seven to ten seconds for this technique to render a person unconscious.

The victim can be heard in the recording complying to the officer’s commands, yet he’s hit with a stun-gun and choked anyways. It seems this officer went to the extremes in this case. We, the undersigned, are calling on you to ensure that justice is served for this poor man, whose life was unnecessary taken too soon. Please see to it that this officer is fired and given the maximum penalty, if guilty of using excessive force.

Sincerely,
