Punish State Trooper Accused of Trying to Shoot Friendly Dog

Target: Colonel J.L. Cahill, West Virginia State Police

Goal: Condemn the state trooper who allegedly attempted to shoot a leashed, non-aggressive dog and later filed false reports.

A West Virginia state trooper reportedly attempted to shoot a dog in the head before the dog’s owner intervened and was then tackled to the ground. The trooper arrested the woman on charges of obstruction of justice, and confiscated phones belonging to her and her husband which had filmed the entire incident.

The trooper later filed a report that the dog was approaching in an aggressive manner and snarling, but the released footage taken by the husband of the dog’s owner makes it perfectly clear that the dog, Buddy, was leashed and wagging his tail. The trooper then testified in court that he had not feared for his life, but was simply following a West Virginia State Police policy to shoot any dogs that approach, regardless of the circumstance. The court cleared the owner of the charges placed against her, but this officer is still serving in spite of his unprofessional and callous behavior.

This is clearly a case of excessive force and unlawful arrest. Additionally, if the trooper’s claims regarding the West Virginia State Police’s policies are correct, then it points to a systemic problem in training and protocol that must be addressed. If true, then all dogs in West Virginia could be at risk should an officer enter the property and make the decision that they were “approached” by the animal. The Animal Legal Defense Fund has condemned the officer’s action, and has called for the mandatory training of all officers in how to humanely interact with pets.

Luckily, Buddy survived this ordeal, but now his owner and her family report that they are traumatized and fearful of police. A lawsuit is now in place against the officer in question, and justice must be served. No family should have to fear that their dog will be killed simply because law enforcement is present. Dear Colonel Cahill,

The case involving a state trooper who allegedly attempted to kill a non-aggressive dog and later arrested his owner for intervening is a distressing example of excessive force within the West Virginia State Police Department. Video of the incident shows that the dog was restrained and wagging his tail, and the officer himself later stated he did not fear for his life, in spite of false reports that indicated that the dog was “aggressive and snarling.” The actions that the trooper displayed were cruel and lacking in the professionalism expected of a law enforcement officer.

The dog was not harmed, and the owner has been cleared of all charges, but the emotional trauma inflicted upon this family is inexcusable. No one should have to fear that their pet will be killed simply because it “approached” an officer. Please discipline this trooper for his shameful actions, and make a commitment to improve training for all officers to humanely deal with dogs in all circumstances.

    If there is such a policy to “shoot any dogs that approach, regardless of the circumstances”, then this ridiculous and dog-phobic policy should immediately be scrapped. And the cop following this policy mindlessly and stupidly should be fired. If there is really no such policy, then the cop should be fired for attempting to murder an innocent dog.

  6. Have you noticed how many non-aggressive dogs are being shot and killed by officers of the law? There is a nationwide problem if this is considered a justifiable response to any dog. Is it that their lives have no value? Is it because these officers fear for their lives? Is it because there is no punishment for taking a life, up to and including a person? Laws need to be toughened and enforced. I guess the only way to do that is to actively advocate for change.

    Makes you wonder how many times this kind of BLATANT LIE is repeated by our officers across the country. Just think back on how many times you’ve read about another dog shot by cops for 1 reason or another, that they are able to be “justified ” for their actions and it happens that the dog was completely innocent?!!! If it weren’t for the fact that one of the owners actually filmed it- and the other jumped to the defense of her pet- this Asshat would have shot the dog and would have been believed!! Any wonder why people don’t trust cops anymore?!!!?

  9. This ignorant yes ignorant officer is just that because he can’t use his own mind and make an independent decision. But maybe this was the best thing that could have happened-the pooch wasn’t harmed and the owner tackled the officer, showing people how much an owner loves their pets. But the real prize is the fact that this horrible law to shoot any animal that approaches an officer has been brought to light and now the people of West Virginia can do a super protest and get that policy erased and with the Animal Legal Defense Fund calling for all police officers to attend new training on how to interact with pets, people have a chance to make a real change for the better for animals. Plus other towns and states will sit up and take notice. And if someone in West Virginia will contact all the newspapers and alert them of what’s going on with the barbaric, insane and inhumane police policy, then you really will get on the front page. But I digress, a resounding YES that police officer should lose his job not because he was going to follow a stupid policy and shoot the pooch, but because he lied and tried to cover up his actions and falsely arrested the owner and that all adds up to a dishonest officer and that no one needs. The owner of the pooch is obviously a super loving pet mom but the officer could have shot her and think of all the trouble that those poor folks had go though to clear their names and PROVE the officer was in the wrong. I hope that pet mom knows she has a great case to sue the officer and the police department. My advice to her is to contact a lawyer and that too will force change in the police department, any time there is a chance that a police department may have to pay hundreds of thousands out to settle a lawsuit when they are obviously in the wrong, makes them reconsider their policy that caused the problem in the first place.
