Investigate Allegations That Prison Guards Beat Inmates and Used Teargas in Cells

Goal: Investigate allegations of abuse by guards and security forces in the Borg Al-Arab Prison and hold those responsible accountable.

Prison guards and security forces reportedly used teargas, pepper spray, and beatings to attack prisoners in their cells at the Borg Al-Arab prison in Alexandria, Egypt. These alleged attacks left prisoners with burns, fractures, and at least one with apparent brain trauma and amnesia.

These attacks reportedly followed prisoners complaining and protesting abuse and humiliating conditions within the prison. However, the public prosecutor’s office has yet to investigate any allegations of abuse in the prison. Instead, ostensibly to punish prisoners, the ministry ordered the transfer of over 250 inmates to prisons across Egypt.

Prior to transfer, prisoners were held blindfolded and handcuffed in their cells and guards confiscated or destroyed belongings including medicines. These transfers, all to prisons far distances frm Alexandria, isolate prisoners from friends, family, and legal counsel. Sign our petition and demand an independent and transparent investigation into all allegations of abuse at the Borg Al-Arab prison and that all guards and security personnel responsible are brought to justice.

PETITION LETTER:

Dear Acting Prosecutor General Osman,

I was shocked to hear allegations that guards and Interior Ministry security personnel attack prisoners at the Borg al-Arab prison. Families, lawyers, and friends of inmates report severe beatings and the use of teargas and pepper spray on inmates in their cells, which have allegedly resulted in burns, fractures, and amnesia that may be due to a traumatic brain injury.

Despite these allegations, your department has yet to open any investigation into allegations of abuse at Borg al-Arab Prison. Furthermore, 250 prisoners were allegedly blindfolded and had their belongings confiscated before being transferred to Minya, Gamasa, and Wadi al-Natroun prisons. This effectively isolates them from friends, family, and legal counsel and can only be interpreted as further reprisals for lodging complaints about conditions in the Borg al-Arab Prison.

I urge you to do everything in your power to ensure prisoners have access to adequate medical care and that prisoners’ injuries are documented. Further, I urge you to open an independent and transparent investigation into abuses at Borg al-Arab Prison and bring all members of the prison and Interior Ministry personnel found to be responsible for abuses to justice. Lastly, I urge you to ensure that prisoners transferred from the prison have continued access to both their families and legal counsel.
