Ban Allegedly Abusive Breeder from Animal Ownership

Goal: Seek maximum punishment for breeder accused of repeated animal neglect.

A dog boarder and breeder is facing criminal animal cruelty charges in connection to 82 allegedly distressed animals found on her property. Twelve cats, 67 dogs, and three puppies were reportedly removed from the premises, many in poor condition. The cats were mostly Persians and other exotic breeds, while the dogs were an array of small breeds, including French bulldogs, Pomeranians, and Chihuahuas. Some had to be put down due to acute distress, while others needed months of rehabilitation before being adopted.

This is not the first time Zhou has faced animal cruelty investigations. In 2014, a raid saw several reportedly distressed animals removed from a pet grooming operation that she ran. Customers of her boarding business have also raised complaints, with one woman claiming that her dog died while in Zhou’s care. Another customer claimed that her cat became extremely ill after a botched declawing operation performed at one of Zhou’s facilities. The cat required extensive corrective surgery.

This breeder’s history suggests a blatant disregard for the welfare of the animals within her care. If convicted, Zhou could face $75,000 fine, two years in jail, and a lifetime ban on owning animals. In order to protect animals from future abuse at the hands of this woman, it’s imperative that she is banned from owning, boarding, breeding, and otherwise caring for pets. Ivy Zhou, a dog breeder and boarder is facing animal cruelty charges after 82 distressed and neglected animals were reportedly removed from her property. The animals included 12 exotic cats, 67 dogs, and three puppies, mostly small breeds such as Chihuahuas and Pomeranians. Some of them had to be put down due to acute distress while others needed months of rehabilitation before adoption.

Zhou’s facilities has been raided before, with more dogs being removed from her property, again due to alleged distress. Former customers have filed lawsuits against her, one claiming that her pet died in Zhou’s custody, and another claiming that a botched declawing operation required extensive surgery to correct.

Zhou’s history suggests an ongoing and repeated neglect of the animals she cares for. In order to protect animals from similar treatment in the future, she must be banned from owning, boarding, breeding, or otherwise caring for animals. We, the undersigned, ask you to seek the maximum penalty against her, if guilty.
