Target: Sacramento Chief of Police Samuel Somers
Goal: Fire officers Randy Lozoya and John Tennis, who were allegedly caught on camera planning to run over Joseph Mann.
Police dashboard camera footage from moments before the police killing of Joseph Mann, a 51 -year-old African American man, appears to show officers discussing and attempting to run him over. The footage, published by the Sacramento Bee, reportedly then shows the officers twice attempting to run down Joseph Mann with their police cruiser. Moments later, they leave the car to pursue Mr. Mann on foot and within seconds, Joseph Mann had been shot 14 times. Mann, who had a history of mental illness, was in the midst of a mental health emergency.
The officers claim that Mr. Mann was standing in the road with a knife. However, this video appears to undermine the validity of their claims–if he was holding a knife it did not pose a threat to them while they were in the car. Furthermore, in the video no attempts are made to deescalate the situation or communicate with Mr. Mann. The officers were also reportedly 27 feet away from Joseph Mann when they began to fire. If all the allegations are true, then officers Randy Lozoya and John Tennis acted with a total disregard for the life of Joseph Mann. Sign our petition and demand these officers be fired.

As you know, the dashboard camera footage shows the minutes leading up to the killing of Joseph Mann. In this footage, officers Randy Lozoya and John Tennis allegedly discuss running over Mr. Mann, then twice attempt to hit the man with their car. Furthermore, Sacramento Bee measurements seem to indicate that the two officers were up to 27 feet from Mr. Mann before they began to fire. Whatever one believes about Joseph Mann, this video appears to show the two officers acting with little regard for his life or safety.
The behavior of the officers in the video does not befit members of law enforcement, and can only undermine the relationship between law enforcement and the community. I urge you to fire both Officer Randy Lozoya and Officer John Tennis.
