Northwest Innovation Works is proposing to construct three natural gas-to-methanol refineries in Oregon and Washington, making the Pacific Northwest a leading hub of methanol production and exporting. This project, backed by the Chinese government, poses a major risk of air pollution, violating state and county laws created for environmental protection and public safety. These refineries will also increase our reliance on fossil fuels and greenhouse gas emissions, all while furthering our dependence on foreign economies.
These proposed Pacific Northwest refineries are being billed as the nation’s largest natural gas-to-methanol refineries and would include massive storage of methanol in the region. However, the land China wants to build on is possibly unstable and contaminated from dredge spoils. Another risky aspect of this project is the proposed gas pipeline that requires purchasing private property. These proposed refineries are a terrible risk to the local environment and a blow to the health and safety of the local communities.
This move is seen as a possible economic gain as analysts predict the need for methanol will increase over the next few years, however the environmental and personal impact for Northwest residents more than outweigh any possible economic benefits. The Chinese government officials proposing the project have combined their efforts with key U.S. figures. This includes Washington State Governor Jay Inslee, who has previously had a reputation for environmental advocacy. For the sake of the Columbia River and the surrounding communities, demand that Governor Inslee rejects this Chinese proposal to build three refineries in the Pacific Northwest.

Your environmental advocacy, particularly against oil by rail transport in Washington, is highly commendable. You have built a state platform based on clean energy production and environmental regulations. That is why we urge you to deny this disastrous Chinese proposal to build three natural gas-to-oil refineries in the Pacific Northwest.
These Chinese backers have had years to propose plans that would not have significant impacts on the environment and yet they have failed to do so. This proposal doesn’t comply with Cowlitz County environmental regulations protecting public safety from environmental factors and poses great risk to local residents. These refineries would cause great damage to the local landscape, pollute the air, and allow toxins in the groundwater. It is also an unnecessary over use of our energy and fresh water.
We need to continue toward clean energy and break away from national and local reliance on fossil fuels. We cannot allow this toxic plan to continue and that is why you must deny the proposal from the Chinese Northwest Innovation Works to build three oil refineries in the Pacific Northwest and draw a firm line against foreign fuel interests.
