Goal: Remove officer arrested on charges ranging from drunk driving to child endangerment.
Office Rachel Garvin has been arrested five times in the past year. She was put on probation for child endangerment charges and then violated her parole by driving drunk and refusing a Breathalyzer test. After missing the associated court dates, she was arrested again. The Maui police have a reputation for partnering with Mothers Against Drunk Driving (MADD), but these arrests have put that relationship in danger.
Further complicating that relationship is the fact that Officer Garvin hasn’t been removed from the force. She’s been assigned to desk duty and surrendered her weapon and credentials, but not stripped of her position. The department has not issued any statements indicating if Officer Gavin is undergoing treatment for alcoholism.
Demand Officer Garvin is kept off active duty until she completes a treatment program or is fired if she fails to comply with receiving treatment.

Officer Rachel Garvin has placed the community in danger with her drunk driving and dangerous actions, yet she’s been allowed to remain on the force, restricted to desk duty. Although she’s currently surrendered her firearm and credentials, her actions have also complicated the department’s relationship with MADD.
We demand she is compelled to seek treatment for alcoholism or removed from the force.
