Goal: Support the ASPCA’s efforts to ensure better enforcement of animal cruelty laws.
The American Society for the Prevention of Cruelty to Animals (ASPCA) recently presented two bills to strengthen the lawful protection of dogs and other pets. It is crucial that these laws be passed in order for animals to be better protected and animal abusers to be punished more severely.
Desmond’s Law, the first piece of legislation, is supported by Connecticut State Representative Diana Urban and aims to ensure better enforcement of cruelty laws by having law students serve as animal advocates in the courtroom during animal abuse cases. This would allow students to gain courtroom experience while ensuring abused animals are given justice. The bill is named after Desmond, a dog who was beaten and hung to death by his owner. In this case, the perpetrator avoided jail time and in many other cases animal abusers get away with a mere slap on the wrist or no prosecution at all. According to Representative Urban, the conviction rate of people who inflict cruelty on animals is only 18 percent. She says “we need to do a better job because we know that animal cruelty is an act of violence and we know it’s a red flag for future violent behavior.”
The second bill would allow owners leaving their pets chained outdoors or exposed to hot or cold conditions to receive hefty fines. These proposed laws are necessary to ensure animals are better protected by the law and perpetrators are punished more severely. The ASPCA is currently backing two bills that would see animal cruelty laws better enforced and dogs and other pets better protected. Too many animal abusers are getting away with a mere slap on the wrist for inflicting severe cruelty on an innocent creature, the conviction rate in these cases is a mere 18 percent. It is high time perpetrators are better punished. Representative Diana Urban is supporting “Desmond’s Law,” which would allow for law students to advocate for animals in animal abuse cases. This would ensure the enforcement of cruelty laws.
