Investigate Alleged Murder of Black Man by Police

Target: Andrew M. Luger, Minneapolis, MN District Attorney

Goal: Impartially investigate potentially murderous shooting of unarmed black man by police and punish those involved to the fullest extent of the law.

A recent fatal shooting is the equivalent of police offers in Minneapolis committing murder, according to witnesses. These witnesses indicate that the black man who was shot and killed was already detained, possibly even in handcuffs, when he was shot by police. The man’s family states that the shooting left him brain dead.

Police claim that the man was attempting to interfere with EMTs who were working to transport a woman to the hospital. Witnesses refute this claim, stating that he was speaking to her, but not preventing EMTs from doing their job. Further, police state that they believed the black man was the perpetrator of an assault on the woman, but do not provide any evidence showing what led them to this conclusion.

Police officers do need to be able to protect themselves and us. They are trained to draw and fire their weapons by aiming at the upper torso and to do so only when lives are at stake. Torso shots have a larger target area and are less likely to miss. If the black man wasn’t moving rapidly, as it seems he wasn’t, questions arise as to how the shooting could have left him brain dead. With EMTs already on scene for the woman, it’s doubtful that blood loss is the cause.

Demand this incident be thoroughly and impartially investigated and that those involved are punished to the fullest extent possible.


Dear Attorney Luger,

Citizens expect police to act fairly while protecting the public. They expect that if they cooperate with police, they will not be harmed in any way. According to witness statements, a recent incident may have failed to reach that standard.

Witnesses indicate that police fatally shot a black man who was already in their custody, possibly even handcuffed. Police claim they believed the man to be the assailant in a crime committed against a woman being prepped for transport by EMTs, but do not provide any evidence for this claim.

This shooting took place in broad daylight in front of many witnesses. Thus far, none have come forward to substantiate police claims that the man was trying to interfere with EMTs assisting the injured woman. Instead, they indicate he was trying to speak with her, perhaps to help.

We, the undersigned, demand fair and impartial parties investigate this incident and that the appropriate individuals are punished sufficiently for their role in taking an unarmed man’s life.

    Killing any person regardless to their race should ALWAYS be investigated by trained investigators. When police are killing unarmed and innocent people those police officers should ALWAYS be held responsible for their killings regardless what their ranks are I’m the police force! !!!!!!
