Target: Miguel Ángel Osorio Chong, Minister of the Interior
Goal: Find a missing Mexican man who, along with 24 others, survived torture, and grant protection to other survivors.
Former police officer Artemio Duarte Martínez has gone missing after receiving threats and experiencing harassment regarding the torture he suffered years ago. Sign the petition and demand that authorities search for Martínez and protect his family, lawyers, and fellow torture survivors.
Several years ago, Martínez and 24 other police officers in Tijuana were detained on suspicion of being involved in organized crime. They were not granted access to a lawyer or judge, and they were allegedly tortured in an attempt to get them to confess or implicate one another.
Since their release, Martínez and the other officers have fought back, petitioning for reinstatement as officers and demanding that their abusers be identified and prosecuted. However, they have faced severe backlash from many people, including other police officers. As a result of these threats, the National Human Rights Commission “issued precautionary measures” for protection, Amnesty International reports. However, Martínez has since disappeared, and it is likely others could follow.
It is the responsibility of the government to protect its citizens. Sign the petition and demand protections for the 24 survivors, their lawyers, and their families, and urge the government to follow every possible lead in Artemio Duarte Martínez’s disappearance and bring those responsible to justice.
I am writing to urge an investigation into the disappearance of Artemio Duarte Martínez, a survivor of torture who has gone missing after experiencing threats and harassment. I also implore you to protect his lawyers and family, as well as the 24 other survivors.
Martínez and the other officers tortured on a military base in 2009 have been fighting for justice ever since their release, but no one has yet been brought to justice for torturing them. The survivors have not been reinstated as police officers despite their petitions to be allowed back on the force. And since Martínez disappeared, it seems that very little effort has been made by authorities to find him.
Martínez and these men have already suffered injustices no one should ever have to experience. Please help end this spiral of injustice. Investigate Artemio Duarte Martínez’s disappearance. Protect his family and his lawyers. Protect the 24 other men who suffered torture, and protect their families and lawyers as well. And bring those who tortured the 25 officers to justice once and for all.
