Punish Cop Accused of Handcuffing Crying Disabled Children

Target: Jack Conway, Kentucky Attorney General

Goal: Punish the officer who allegedly handcuffed two young children with disabilities as a punishment for them acting out because of their handicap.

Deputy Kevin Sumner works as a school resource officer at Latonia Elementary School in Covington, Ky., and is accused of handcuffing two elementary-age children who were acting out because of their disabilities. The children were eight and nine years old, and both have ADHD.

Cell phone video of the alleged incident surfaced and appears to show Sumner handcuffing one of the children, a boy, whose wrists were so small the Sumner handcuffed the boy’s biceps in a chair. Sumner tells the boy it’s his decision to behave the way he is, and that the handcuffs won’t be taken off until the boy stops misbehaving. Sumner allegedly kept the boy handcuffed for 15 minutes.

The girl was handcuffed two times, also on her biceps and was apparently in pain. The American Civil Liberties Union is currently suing the officer for his alleged misconduct. Handcuffing children with disabilities as a punishment for them acting out because of their handicap is absolutely ridiculous and should never be condoned. Urge officials to punish this officer under the full extent of the law if these allegations are proven to be true.

  2. I can hardly believe this… Police brutality surfaces daily, going from bad to worse. Your comments, Mr. Obama?

  3. This is never an appropriate or acceptable way to deal with any child let alone a special needs child who is acting out.

    That cop shouldn’t be working with children at all!

  4. Police brutality is not cool! This corrupted cop should be removed, or charged for illegal arrests of these children who are disabled. If I were a cop; I will not do it at all.

  5. Wow! I work with the child protection agency and if this officer has children of his own he should not be allowed, showing this kind of behavior towards children with disabilities. Shame on this officer. What the hell was he thinking.
