Success: Government to Test Return of Pell Grants for Prisoner Education

Goal: Applaud the testing of bringing back Pell grants for prisoners so that they can receive an education.

Thanks in part to petitions like ForceChange’s “Combat Incarceration Rates: Support Education in Prisons,” the U.S federal government will test whether a 20-year ban on college financing for prisoners should be lifted. As the petition mentioned, “In 1994 Congress decided to take away prisoner access to Pell Grants, which are grants that enable low-income persons to obtain secondary and post-secondary education, ensuring access that is otherwise unobtainable.”

Providing access to education in prison greatly reduces the chance that a prisoner will return to prison. The rate of people who return is currently very high, so officially reinstating this program could help to combat that. The experiment will occur at an inmate education program in Jessup, Md., and if successful could spread nationwide.

This experiment is not only a victory for prison inmates who can become educated and better themselves so they can prepare to re-enter society, but it’s also hugely beneficial to tax payers who can know that this will help prevent prisoners from returning to incarceration. Applaud the testing of bringing back Pell grants for prisoners to use so that they can get an education while they are locked up.

Dear President Obama,

The U.S federal government will test whether a 20-year ban on college financing for prisoners should be lifted. Providing access to education in prison greatly reduces the chance that a prisoner will return to prison.
