Disclose Whereabouts of Human Rights Activists

Target: Xie Fuzhan, Governor of Henan Province

Goal: Release information on the whereabouts of two detained human rights activists

Two activists associated with an anti-discrimination NGO  have been arrested. They are being held incommunicado, with no access to their families or lawyers. Sign the petition and demand that their whereabouts be revealed, and that they be immediately charged with internationally-recognizable crimes or freed unconditionally.

Guo Bin, the director of an NGO that advocates on behalf of marginalized groups, and Yang Zhangqing, an activist who works on consumer rights issues and the rights of Hepatitis B carriers, were both arrested on the same day. Guo was taken from his two-year-old son’s sickbed in the hospital, and Yang was arrested at his home. Both men had previously worked with Yirenping, a very well-known Chinese NGO that “fights against the discrimination of women, disabled people, LGBTI people and those with pre-existing health conditions,” Amnesty International reports. Their arrests and detentions appear to be part of a larger pattern of actions against activist groups.

The men have been detained on suspicion of “operating illegal business,” but their families have not received any written confirmation of this fact, having only been informed verbally of the charges. Despite the fact that the men have reportedly been moved to Hunan province, neither man’s lawyers have been able to locate them.

Incommunicado detentions put prisoners at severe risk of torture, ill-treatment, and other human rights violations. Furthermore, arresting activists solely as a result of their peaceful human rights work violates their internationally-recognized right to freedom of expression. Sign the petition and demand that China respect the rights and guard the well-being of its citizens.

PETITION LETTER:

Dear Governor,

I am writing to demand to know the whereabouts of Guo Bin and Yang Zhangqing, two activists detained on suspicion of “operating illegal business.” They are being held incommunicado and have had no contact with their lawyers or families since their arrest. I demand that their location be revealed, and that they either be charged with legitimate and internationally-recognizable crimes or released immediately.

Both men have worked in the past with the NGO Yirenping, and Amnesty International believes that their arrests are connected to their associations with the organization. Neither of their families has received written confirmation of the charges against the men, and neither of their lawyers has been able to locate them.

Incommunicado detentions greatly increase the risk that prisoners will be tortured or ill-treated. Lack of access to lawyers and family members are serious human rights violations that must be addressed immediately.

Justice must be done. Disclose the whereabouts of Guo Bin and Yang Zhangqing and release the men as soon as possible. In the meantime, I demand that they have access to adequate food, healthcare, and legal representation, and that they be guaranteed safety from torture and ill-treatment.

Sincerely,
