Recognize Same-Sex Relationships


Target: Toshitake Kuwahara, Shibuya Mayor

Goal: Recognize same-sex relationships in Tokyo neighborhood.

A local mayor is considering the introduction of certificates to allow for the recognition of same-sex relationships in Tokyo’s Shibuya Ward in Japan. Although these certificates would only be recognized in the neighborhood of Shibuya, this is a big step in Japan toward the equality for LGB individuals and same-sex relationships.

The acknowledgement and acceptance of same-sex relationships in Japan is lagging far behind that of the United States, and efforts are underway to further the rights of LGB individuals in Japan. This proposal by Mayo Toshitake Kuwahara is a step toward equality, and may yield further ordinances leading toward greater equality between the sexes. However, this proposal met with much resistance, and government officials are requesting Mayor Kuwahara to withdraw the proposal. Some officials argue that same-sex relationships threaten the already heavily declining birth rate in Japan, and believe that these certificates would further encourage couples to not have children. These reasons are simply ridiculous, and should not be used to dispute the recognition of same-sex relationships.

If the proposal is successfully passed, same-sex recognition certificates may be issued by this summer. The mayor expressed the need for support for LGB individuals, whether or not the proposal passes. He plans to establish a place where LGB individuals can come to freely consult about their sexual minority issues.

By signing the petition below, you are urging Mayor Toshitake Kuwahara to go forth with the proposal and have the same-sex relationship acknowledgement certificates implemented. This action may lead to many great changes toward more equality for LGB individuals in Japan.


Dear Toshitake Kuwahara,

It was quite heartening to read about the proposal you made to recognize same-sex relationships in Shibuya Ward in Tokyo. LGB individuals often endure much criticism and violence by the public, and having a legal recognition of same-sex relationships is a major step toward achieving equality for these individuals. Your actions may serve as an inspiration for the rest of Japan to follow suit and pass similar laws giving these individuals greater legal freedom.

Please go through with implementing the proposal and give LGB individuals a chance for their much- deserved recognition. Your support for LGB rights is quite admirable, especially given how LGB rights are still generally opposed and viewed so conservatively in Japan. I look forward to reading about the changes that take place in Japan toward greater equality for LGB individuals.
