End Partnership with Abusive and Violent Police Force


Target: President Barack Obama

Goal: End toxic partnership with vicious warlord.

Commander Azizullah is widely considered one of the most feared men in Afghanistan and both Azizullah and his
Afghan Local Police (ALP) are believed to be responsible for countless atrocities against Afghan citizens. Though the U.S. government has received information about the many human rights violations carried out by Azizullah and his men, the commander remains on the U.S. military’s payroll. Demand an end to the country’s partnership with this vicious warlord and his “police.”

United Nations’ reports from 2008 and 2010 accuse Azizullah of nine violent human rights violations during the two-year period, with allegations ranging from arresting, detaining and killing a group of children between the ages of 6-10 to killing three farmers and strapping their bodies to the hood of a car, letting the corpses rot in front of family members as the car was driven around the men’s village. Azizullah, an ethnic Tajik, has also been known to go out of his way to prey on ethnic Pashtuns within the district he patrols.

Despite these allegations and reports from villages in which Azizullah operated during his two years with the Afghan Security Guard, the U.S. military has continued to support him, claiming the allegations against him are too difficult to substantiate. The Afghan Security Guard is responsible for protecting foreign troops, a job Azizullah is considered highly skilled at.

In 2011, Azizullah and the men who worked under him joined the ALP and complaints from residents where he and his men patrolled began to flood in, alleging that the police force was responsible for forcibly recruiting child soldiers, conducting extrajudicial killings and arbitrarily arresting citizens. Azizullah has been the commander of the ALP in the Urgun district since 2014.

Azizullah and his men have been accused of rape, torture, arbitrary arrest and the killings of countless citizens, among them children. Two Afghan presidents have failed to punish these local police or end Azizullah’s reign of terror, and the U.S. government remains as implicit for its support as the two local administrations that have allowed these men to act with impunity. Sign this petition urging the U.S. military to end its toxic partnership with a warlord.


Dear President Obama,

Commander Azizullah of the Afghan Local Police has been accused of countless atrocities and human rights violations since 2008. The commander and his band of ruthless “police” rape, kill and torture at will and the U.S. military, far from stopping them, seems set on defending and supporting them, whatever the allegations against them.

Nor are the claims unsubstantiated as military statements insist; multiple UN reports outline the many atrocities and rights violations committed by the commander and his gang. Even if the reports could not be proven beyond a doubt, such close association with a perceived warlord who faces next-to-no scrutiny from his own government is hardly a trusted asset.

I urge you to end the military’s partnership with Commander Azizullah and his ALP.
