Ban the Sale of Electronic Cigarettes to Minors


Target: U.S. Food and Drug Administration Commissioner Margaret Hamburg

Goal: Stop minors from purchasing e-cigarettes online.

Minors are able to conveniently order e-cigarettes online with few limitations despite the fact that selling tobacco to minors is very much illegal. According to the U.S. Food and Drug Administration, e-cigarettes are classified as tobacco products, but federal laws have not been implemented to ban the sale to minors. A recent study in North Carolina demonstrates a 75% success rate among minors attempting to purchase e-cigarettes online. Urge Margaret Hamburg to put an end to the sale of e-cigarettes to minors across the country and vow to continue the campaign against minors using tobacco products.

Current laws regarding tobacco sales are tricky, considering the fact that there is no federal law that exists to prevent the sale of e-cigarettes to minors. Several states have passed their own regulations, but online purchases are an easy way to sidestep such laws and vendors have little incentive to enforce age restrictions.

Due to the presence of nicotine, the FDA classifies e-cigarettes as being highly dangerous, especially in a society that stresses the prevention of tobacco use among minors. Overall, we have seen a decrease in minors using tobacco within the last decade, but the absence of strong regulation against e-cigarettes being sold to minors is a huge step in the opposite direction. We have already noticed an increase in minors using e-cigarettes that threatens to erase all prior progress. Please sign this petition to urge Margaret Hamburg to issue regulation to make the sale of e-cigarettes to minors illegal across the United States.


Dear Commissioner Hamburg,

The Food and Drug Administration has seen significant progress in eliminating tobacco use among minors and promoting a healthier lifestyle. A lack of current regulation regarding the online sale of electronic cigarettes to minors threatens all progress. We have already seen far too many minors turn to the use of e-cigarettes, as it currently presents an alternative with few restrictions. Please issue regulation to make the sale of e-cigarettes to minors illegal, and protect our youth from the dangers of tobacco use.

Widespread campaigns to prevent tobacco use among minors have proven highly successful. The fight against tobacco use involves targeting and educating younger individuals to better equip them to make an informed decision when they are of age to purchase tobacco products. A lack of regulation for online tobacco vendors allows the sale of e-cigarettes to individuals that have yet to receive such education. It is a much simpler process to educate youth than to treat those that are already dealing with the effects of tobacco use and addiction.

I urge you to do everything in your power to issue regulation that effectively bans the sale of e-cigarettes to minors and continue our progress toward the decline of tobacco use.
