Prosecute Officers Who Illegally Detained Citizens


Target: Mayor of Chicago, Rahm Emmanuel

Goal: Prosecute officers responsible for allegedly abusing six black men in Chicago.

The Guardian recently released a report detailing how six men were allegedly held against their will in Homan Square, Chicago. These men were reportedly cuffed or otherwise bound to benches, where they were detained without legal help, and sometimes without food. No one knew of their whereabouts and it’s believed that these detainments were done due to racial profiling and for drug possession. Protesters are demanding for the immediate closure of Homan Square, and to investigate the officers responsible for the torture of these men. Mayor of Chicago, Rahm Emmanuel, is denying these allegations, despite overwhelming pressure from the public. Tell Emmanuel that the police force needs to be investigated for abusing citizens.

The Guardian has interviewed six people regarding their detention at Homan Square, which is known to be a police warehouse. These individuals were allegedly arrested for drug charges, but told the news agency that they were not booked or read their rights. They were simply taken to a facility that looked like “dog kennels” where they were shackled to benches. One victim described how his arms and legs were stretched out, like he was being crucified.

In another account, two white protesters were arrested from the streets in 2012, and haven’t been seen since. Again, these victims allegedly were not given legal counsel or read their rights.

Brock Terry is one of the victims that The Guardian interviewed and he states that his experience were no different than previous victims. Arrested for carrying marijuana, he was allegedly brought to Homan Square, where he was left alone for three days. He was fed twice during his detention, where officers gave him baloney sandwiches and juice. He was able to use the bathroom, but he never saw a lawyer or was able to notify his family members.

Protests are being planned at Homan Square, where citizens are demanding for its closure. They also want the police who are allegedly involved to be investigated and prosecuted for abusing their victims. If you believe that these officers stepped out of line, sign this petition. Tell Mayor Rahm Emmanuel that something is wrong with the police force, and a thorough and transparent investigation needs to be conducted.


Dear Mayor Rahmn Emmanuel,

When faced with allegations that the police force in Chicago have been abusing minority groups, you stated that these accusations were false. You stated that police officers “all follow the rules.” Unfortunately, accounts from victims are stating that not only were they allegedly detained against their will, they were mistreated, and were not read their rights. They were bound like animals and were not allowed to contact anyone.

Being arrested for possessing drugs is one thing, but then taking that suspect and cuffing him to a bench is a far more egregious act. Homan Square was described by one victim as a dog kennel for humans. The fact that such a thing exists to interrogate people sickens me. As the mayor of Chicago, it is your responsibility to ensure that all citizens are protected and not denied their rights.
