Stop Punishing Citizens for Communicating with Foreign Countries


Target: Supreme Leader of North Korea, Kim Jong-un

Goal: Halt the torture and abuse of North Korean citizens trying to leave the country and communicating with foreign countries.

North Korea has been known to severely mistreat its citizens for the smallest transgressions. Watching foreign films, making phone calls and making political commentary can earn a citizen a harsh punishment. While plenty of evidence and testimonies exist regarding these abuses, North Korea continues to deny these allegations. However, Kim Jong-un has promised to crack down on citizens who try to flee the country, aid those who are trying to flee, or communicate with anyone outside of the country. These are oppressive measures that shouldn’t be implemented on any person. Tell Kim Jong-un to stop this latest crackdown immediately, as it violates human rights.

The current conditions in North Korea are tragic and severe, but Kim Jong-un wants to make sure that his citizens do not leave the country or interact with those from foreign powers. Testimonies from defected citizens have spoken about the prison camps citizens are sent to if they break any of North Korea’s oppressive laws. These citizens are starved, abused, and tortured in many ways, including sleep deprivation, keeping the body in stressful conditions, and starvation. Public execution is common for the smallest transgressions.

In February 2014, Kim Jong-un spoke about setting up two or three layers of “mosquito nets to prevent the poison of capitalism from being persistently spread by our enemies across the border into our territory.” The “mosquito net” was meant to bring in foreign investments, but at the same time prevent things such as culture and information from flowing into the country. According to the Supreme Leader and other North Korean authorities, the country intends to crackdown on those who are communicating with other countries or attempting to flee the country.

Signs of these brutal measures have already been put into effect. Those who have helped smuggle North Korean citizens out of the country spoke of a decline in activity. Others who helped North and South Korean families communicate have largely stopped risking making the calls due to fear of being caught. These measures violate several human rights, including privacy, autonomy of the body, and freedom of expression and speech. Tell Kim Jong-un to stop this madness by signing this petition.


Dear Supreme Leader Kim Jong-un,

Your tyrannical rule over the people of North Korea needs to stop. Your citizens have the right to leave the country if they wish, and yet you are punishing those who try. Communicating with those outside of the country is also punishable by law, along with watching foreign shows or stating anything controversial about the leader of North Korea. Killing someone for these transgressions is morally wrong and inhumane.

I urge you to stop your latest crackdowns on these “crimes.” People should have a right to leave a country if they so choose. Your government also has no right to tell a citizen what they should or shouldn’t watch. All humans have basic rights, and I urge you to stop withholding these rights from the citizens of North Korea.
