Charge Officer Who Allowed Dog to Cannibalize Kennel Mate

Target: Mark Matloff, Oklahoma District Attorney, District #17

Goal: Charge the animal control officer who allowed a dog to cannibalize her kennel mate unsupervised.

A dog was reportedly found eating the corpse of another dog by a visitor to an animal shelter in Idabel, Oklahoma. The man, who released a video of the incident to YouTube, said that the female pit bull that ate its kennel mate seemed friendly. The emaciated dog responded to orders to move away from the corpse, suggesting the dog was hungry rather than vicious. The visitor has since adopted the pit bull.

City officials claim that the dogs are fed once per day and that the deceased dog died of natural causes. Though they called the situation an accident, they acknowledge that the dogs were left alone for three hours while the city’s only animal control officer, Cecil Richards, allegedly left to respond to calls regarding stray dogs.

This is not the first time conditions in the shelter have been criticized. In 2010, Richards allegedly removed a mother dog from underneath a crawlspace but left her puppies to starve for ten days, killing half of the litter. Photos taken in the shelter reportedly show poor conditions including dirty kennels with an excess of urine and feces on the ground as well as dogs chained up inside their cages.

While the city of Idabel has vowed to open an investigation into the matter, similar incidents have previously been swept under the rug. Sign the petition below to demand that negligence charges are brought against the officer and that the city of Idabel conduct a review of its current animal control situation and hire more officers if necessary.

Dear Mr. Matloff,

A visitor to the Idabel Dog Pound recently found a female pit bull eating the corpse of her kennel mate. The visitor claimed that both dogs looked emaciated and that the pound’s only animal control officer was absent. In 2010, the same officer removed a female dog from under a crawlspace before euthanizing her and leaving her puppies to die. Photos taken inside the shelter show excessive amounts of urine and fecal matter on kennel floors.

In the past, complaints against the shelter have gone unpunished. In order to ensure that this persistent neglect is stopped, immediate reform is necessary. We, the undersigned, ask that charges be brought against the officer in question and that more resources be allocated to the shelter, including more animal control officers.

  1. Shut down this so called shelter immediately!!!!

  2. Prosecute and sentence to the fullest.

  4. What hope is there if the officers are acting like this, they should be stopping dog fighting not encouraging sadistic acts

  5. Excuse me, are these type of Morons are called “Officers”???
What a joke. These type of brain damaged people should not be allowed to work in such places at all. It is time for this man to go find another job. definitely, this is not at all the right place for him to work. This man needs to go. BAN him entering into this premises again.

  6. Let’s get these dogs out of there! Then shut this pound down & lock it’s doors forever with these POS animal control officers inside it!!
