Expedite Animal Cruelty Investigations

Goal: Demand Albany, New York make animal cruelty cases a priority and crack down on offenders

Numerous complaints have been made about the failure of authorities in the Hudson Valley area to crack down on animal cruelty. Many of the cases take months to see through, few charges have been filed, and even after warrants are issued, no arrests are being made. Shelters in the area are becoming overrun with dogs removed from homes due to the length of the investigations. This is the very reason animal cruelty continues to flourish in some areas.

Brad Shear, the director of the Mohawk Hudson River Humane Society, is growing frustrated about how poorly cases are being handled by the Albany Police Department. Some cases take up to a year to be resolved and the shelter is stuck taking care of the animals that are removed from homes during the investigations. Staff at the shelter is currently caring for three dogs and eight cats that were removed from a home several months ago and will soon take in two more dogs that were found emaciated.

Sheltering these animals costs Albany taxpayers $95,000 per year, a number that can quickly escalate when investigations languish. “When we have animals that are here for six months that really skews the cost for us, and it ends up costing us more money than we receive from the city,” says Shear. Because the animals are regarded as evidence, they are forced to stay at the shelter until a judge closes the case. During that time they cannot be adopted or find a forever home.

Poorly handled investigations such as these are why animal cruelty is second only to sexual assault in repeat offenses. Not only is it costing taxpayers and placing a significant burden on shelters, when authorities don’t quickly and thoroughly investigate and close cases, animals lose pieces of their lives.

Numerous complaints have been made by both shelters and citizens regarding the efficiency with which Albany authorities are carrying out animal cruelty investigations. There are currently cases that have been open for more than six months. In some, warrants have been issued, but no arrests have been made.

These delays are not only costing taxpayers money and putting additional strain on shelters, they are also preventing animals from finding a good home. This cannot continue. Please crack down on animal cruelty in Albany and ensure that authorities are making these cases a priority.
