Ban Cosmetic Animal Testing in Brazil

Goal: Strengthen a legislative bill aimed at banning cosmetic testing on animals

In June 2014, Brazil’s Chamber of Deputies voted in support of a bill aimed at banning cosmetic testing on animals. While this is a step in the right direction, the bill still contains many loopholes that could potentially put vulnerable animals at risk.

Currently, the bill only bans testing for finished cosmetic products. This means companies are free to test individual chemical ingredients with no known effects. Furthermore, the bill does not prohibit the sale and importation of products that have been tested on animals in other countries. As a result of this, the cruel cosmetics trade continues to thrive around the world .

Fortunately, the Human Society International and #BeCrueltyFree Brazil campaign are pushing for a stronger bill, which will (1) prohibit animal testing on finished cosmetic products, as well as chemical ingredients and (2) ban the sale and importation of cosmetic goods that have been tested on animals anywhere else. By signing this petition, you are also urging Brazil’s senators to support this amendment. Sign the petition to eliminate the loopholes that have permitted innocent animals to be subjected to abuse.


Dear Renan Calheiros, President of the Senate of Brazil,

The current legislation in Brazil regarding animal testing is flawed. As of now, the bill prohibits animal testing solely for “finished cosmetic products.” While this is definitely a step in the right direction, many companies are still free to test their chemical ingredients on animals. In fact, the bill specifically allows for testing when the ingredient has an unknown effect. Furthermore, Brazil still sells and imports products from all around the world that are known to be tested on animals.

This loophole is unacceptable and increasingly puts animals at risk. Brazil needs a stronger bill that bans animal testing in all stages and circumstances. Fortunately, the Humane Society International and #BeCrueltyFree Brazil campaign are already pushing for this bill to be amended. In doing so, chemical ingredients will not be allowed to be tested on animals. The sale and importation of cruel cosmetic products from around the world will also be banned.

While your work so far is a good start, more action must be taken. I am urging you to support the mission of the Humane Society International and #BeCrueltyFree Brazil. It is time to put an end to animal testing once and for all.
