Demand Harsh Sentence for Couple Who Starved Horses

Goal: Demand that a couple receive jail time for abusing and neglecting numerous farm animals in their care

A couple in Salem, Indiana were both charged with animal cruelty after officials repeatedly found horses and goats living in terrible conditions on their property. Most of the animals were found with very little food and water and others were found with nothing at all.

Jamie and Sandra Swartz were charged with three counts of animal cruelty after neglected animals were seized from their property last month. This marked the third instance in which animal cruelty officers found the animals to be living in deplorable conditions. Officers found goats nailed into a barn enclosure, animals with no access to water, and one horse that had no food, water or overhead shelter.

According to local news station WBIW, state veterinarian Dr. Jodi Lovejoy had informed the Swartzs how to properly care for their animals. Her report reads, “Despite providing Mr. and Mrs. Swartz with information on proper care of horses over the course of a year, they do not appear to be able or willing to institute that care … It is extremely unlikely the horses and goats are receiving the feeding regimen reported by Jamie and Sandra Swartz. … Jamie and Sandra Swartz have had ample opportunity and education to provide appropriate care for the horses under their ownership.” Lovejoy continues, “They have shown little to no regard for the health and well-being of the horses or the goats under their ownership and/or care. Any improvements made in the care of the horses were minimal and short-lived.”

It is clear that the Swartzs have a history of abuse and neglect of their animals. Even after being instructed on proper care techniques by animal control officers and veterinarians, they continued to deny their animals the most basic of resources.

By signing the petition below, you will demand that Washington County Prosecuting Attorney Dustin Houchin does everything in his power to see that the Swartzs receive the maximum sentence of one year in prison and a fine of up to $5,000.


Dear Mr. Houchin,

I was shocked to learn that a Salem, Indiana couple have repeatedly abused and neglected their animals, denying them access to food and water. Jamie and Sandra Swartz rightfully face animal cruelty charges for treating their horses and goats in this terrible way, especially since they had been informed of proper animal care by the state veterinarian.

Please do everything in your power to ensure that this cruel couple receives the maximum sentence of one year in prison and a fine of up to $5,000.

    For Pete’s sake: Nobody needs to be taught/informed that every living creature needs food and water! And nobody should have multiple chances to redeem themselves – the animals in their charge can’t afford the luxury of time.
