Punish Police Officer for Brutally Beating Woman

Goal: Prosecute police officer who beat an unarmed woman on the side of a Los Angeles highway

A California Highway Patrol (CHP) officer is seen repeatedly hitting a woman in the head by the side of a Los Angeles highway in a disturbing video. A passing driver caught the abuse on video as the officer apparently tried to restrain the woman. The woman, a great-grandmother, raised her hands to protect her face but did not appear to resist according to the Daily Mail. One witness claims the officer began beating the woman without even attempting to restrain her hands.

The CHP is investigating the footage in question, but refuses to name the officer who is currently on administrative leave. He seems to be defending his actions, saying they may have been warranted given the situation. The unidentified woman had allegedly been walking on the interstate highway in her bare feet, preventing the normal flow of traffic and endangering herself and those around her. The officer claims he simply tried to restrain her, but his use of excessive force indicates otherwise.

Was straddling the woman and repeatedly punching her in the head really necessary to restrain her? Another officer who was in plain clothes later handcuffed her and left the scene. A simple hold and handcuffing would just as easily have restrained the woman, without subjecting her to a violent beating.

Demand that the CHP take immediate legal action against the officer, who abused his power by subjecting a woman to unnecessary and extreme force.


Dear Commissioner Farrow,

I was shocked to see photographs depicting a California Highway Patrol officer pinning a woman down and repeatedly hitting her in the face and head on the side of a Los Angeles highway. Such extreme violence is never justified.

The CHP is supposed to enforce traffic laws to protect motorists and their passengers, not inflict violence on someone who is not following these rules. Although the woman should have been removed from the scene, there was no need to brutally attack her. Instead, the officer could have restrained her using a hold until another officer could assist him in handcuffing her.

I urge you to prosecute this officer to the full extent of the law for his horrific abuse of power. Demand justice for this woman whose dignity has been forcefully taken from her as a consequence of this traumatic assault, and take steps to prevent your officers from abusing their power in the future.

  1. I am sick to my stomach at the actions of this officer AND the response of O’Quinn!! How dare you think a human can be treated this way. EVER!! You had better take swift and just action and get these thugs out of uniform because they place the trustworthy, good officers in further increased harms way. The public is tired of this across the nation!!! I would like to have respect for the police officers but it is just not there and this is exactly why. Oh, and an “internal” investigation is BS. I am actually a little scared to even complain. Maybe I will be next!

    Justice needs to be swift. Look at what’s happening in Ferguson, Missouri. This woman beater needs to lots of hard time. Why should a uniform, a badge, and a title set anyone above the laws that everyone else has to follow? If anything, because he is a cop, his sentence should be quadruple what it is for any civilian. If the folks in Ferguson have to burn the town to the ground to get justice, so be it. Abusive cops mustn’t be shielded from punishment for their abusive, murderous misconduct.
