Goal: Investigate ongoing attacks on Malay Muslims in Thailand
A group of masked vigilantes was responsible for the deaths of at least six men in Thailand in the past year. The group of black-clad men targets Muslims that have been suspected or detained for crimes by Thai security forces. Though the attacks have been confined to the southern provinces, local authorities there are making no effort to investigate the crimes.
At least three men have come forward as survivors of the vicious attacks. They, as well as the other men that were killed, were all Malay Muslims who had been questioned or detained by Thai police. All the men claim to have been shot at by masked men in black clothing.
When one man wrote to the Thai Southern Border Provinces Administrative Center for help, he was picked up by local authorities and detained for a week. According to him, this was because Thai authorities remain suspicious of citizens long after their release or the dismissal of the case. After release, many ex-detainees report being harassed and put under surveillance.
Human rights groups in the country fear that Thai authorities’ apparent lack of interest suggests their involvement. For almost a decade, the government of the southern provinces along with the Thai military have been in conflict with separatist Malay Muslims, who they mass-label as insurgents.
In order to protect its citizens, it is imperative that the Thai government put an end to these religiously-motivated attacks. Allowing vigilantes to run rampant is only creating further stigmatization of Malay Muslims, and could lead to further radicalization against them. Your signature will demand an investigation into Thailand’s “strangers in black.”

At least six men have been killed and three injured after being shot at by masked vigilantes in Thailand’s southern provinces. The men were all Malay Muslims, and were all detained or questioned by authorities at one point before the attacks. Local authorities have made no effort to investigate the attacks, and have even gone so far as to detain and question those that report them.
The ongoing conflict between separatist Malay Muslims and the Thai government is being exacerbated by these extrajudicial killings, which could lead to further radical action. I demand that these killings are investigated and stopped in order to protect Thailand’s Muslim population from violence due to stigmatization.
