Praise Program to End Animal Cruelty

Goal: Thank the Ohio Society for the Prevention of Cruelty to Animals for creating an outreach program to end animal cruelty throughout the state

Ohio has long maintained one of the worst records in the nation for animal cruelty. This is mainly due to the fact that Ohio law does not require each county to have a shelter or a team of animal cruelty investigators, therefore animal cruelty and neglect run rampant in the more rural parts of the state where resources are limited. The Ohio Society for the Prevention of Cruelty to Animals (SPCA) is finally going to put a stop to this, however, with a new outreach program. For making sure that animals throughout Ohio have the protection they deserve, the Ohio SPCA deserves our gratitude.

The Ohio Humane Outreach Partnering Program (Ohio HOPP) was created to train humane agents and place them in locations throughout the state where they are needed. “We have been working with Ross County since 2007,” said Teresa Landon, Director of the Ohio SPCA. “And they have been without a humane agent. And so we have trained and are providing them with three humane officers.” Sheriff’s departments are currently left to deal with most of the cases in counties where there are no humane agents and cannot respond to all of the calls, which is why animal cruelty in these areas has increased.

Ross County was likely the trigger for the creation of Ohio HOPP, after a severely neglected horse named Payton was found at a home by investigators earlier this year. This led to the discovery of four more horses in similar conditions throughout the county. Each of these animals was sick, starving, and near death. Sadly, this has become all too common in rural counties such as Ross.

Along with the Ohio SPCA, you recently created the Ohio Humane Outreach Partnering Program (Ohio HOPP) that trains humane agents to be placed in counties where resources are limited. Ohio is the most understaffed state in the country when it comes to animal cruelty investigation and this new program will work toward putting an end to that, and perhaps influence Ohio’s animal cruelty laws and practices as well.

Thank you so much for all of the work you have done, and will continue to do, to end animal cruelty in Ohio and provide animals throughout the state with the protection they deserve.
