Goal: Demand justice for teen who had his testicles ruptured after a violent stop-and-frisk by police
A 16-year-old straight-A student in Philadelphia has been violently assaulted by police, requiring emergency surgery after the incident left him with ruptured testicles. Darrin Manning, a sophomore at Philadelphia Mathematics, Civics and Sciences Charter School was stopped by police along with a group of his young friends while they were on their way to the gym at Philadelphia’s Berean Institute for their game against Frankfort High. According to reports, the police officers proceeded to assault him and one female officer squeezed his genitals so hard during a pat down that he needed emergency surgery after the incident.
“She patted me down again, and then I felt her reach, and she grabbed my butt,” Manning told reporters. “And then she grabbed and squeezed again and pulled down. And that’s when I heard something pop, like I felt it pop.” This is an outrage not only because of the extreme violation of this young boy’s body, personal space, and civil rights, but because these police proceedings directly violate a 2011 settlement agreement with the City of Philadelphia governing controversial stop-and-frisk policies. Manning’s attorney, Lewis Small, says about the police that, “they are not allowed to frisk an individual unless they have reasonable suspicion that he’s armed and dangerous and that’s certainly not the case here”.
Video of the incident shows that Manning and his friends were simply walking down the street when they were accosted by police. The complete authority of the police to arrest and assault an innocent person with no just cause in this case and many, many others like it is simply terrifying. We are slowly building an authoritarian police force with complete impunity to do as they please and injure anyone they personally deem deserving of harm.

Dear Police Commissioner Charles Ramsey,
Police “stop and frisk” is an ugly, racist policy that has no place in a respectable police force. And yet your officers recently stopped and groped a young boy, Darrin Manning, sexually assaulting him in the street in broad daylight to the extent that the boy was horrifically injured with ruptured testicles and needed emergency surgery.
I am asking that you perform a more rigorous internal investigation into this case and root out the officers responsible. Although Manning’s attorney is wisely preventing him from speaking to police according to his Fifth Amendment rights, it is simply unbelievable that your police force cannot piece together any more information with video evidence and several eyewitnesses at your disposal. It shows a complete lack of competency and ambition.
Please punish the officers responsible and grant the appropriate restitutions to Darrin Manning and his family.
