Support System to Track Animal Abusers

Goal: Support proposed legislation requiring animal abusers to register with the state

Recently a State Representative from Missouri proposed legislation that will require all animal abusers to be registered on a public-accessible website. The website will function much like that of sex offenders and will serve as a useful tool for all involved in the offender’s life. This legislation, if passed, will be a beacon of hope for the movement to stop animal abuse.

Toni Berrios, Illinois State Representative, proposed the animal abuse registry legislation in order for potential employers to know if an individual would be an endangerment to animals. Anyone over eighteen who has been convicted of animal abuse will be listed on the potential registry; the individual’s name, address, birth date and criminal offense will be made public. If a person is on the registry for animal abuse they will not be permitted to own a pet or work with others’ pets.

Currently, animal abuse, even if it is repeated by the same offender, is only a misdemeanor. This punishment is not enough to convince, or force, an individual to stop abusing animals. The legislation proposes that repeat animal abuse offenses will be classified as felonies. This is a much steeper punishment, and abused animals are surely deserving of this protection.

If executed correctly, this registry could be very beneficial to law enforcement and employers. Those who abuse animals should not be allowed around other animals; this is a foreseeable effective measure. By signing this petition you urge this legislation to be made law.

I am writing to commend your legislative proposal to enact a registered animal abuser list. This registry would be very beneficial to potential employers, pet owners and society as a whole. Individuals who display the capability of abusing animals should be monitored, and the public should know of their wrongdoings. This legislation would prove beneficial in many ways.

I support your proposed legislation and hope that you use my signature, along with the others that this petition generates, to state your case and encourage this legislation to be passed into law. I also encourage issuing help to those who abuse animals in the form of mental health counseling; if this law is to be effective it needs to also be constructive.

I commend your proposal; thank you for all that you do for the animals.
