Could dependency on oil (gasoline) cut both ways?

An op-ed in the WSJ wonders if the best way to get Iran to give up its nuclear program is to cut off its supply of refined gasoline. Despite Iran’s massive oil deposits, and extensive investment in its nuclear program, they have not built up their refining capabilities. This leaves them dependent on foreign nations to refine the oil that they export, so that they can then import the finished product back into their country.
The op-ed notes that if the five major companies that supply Iran with gasoline were convinced to halt their sales, Iran would quickly run dry. This threat could give the in-coming Obama administration some sorely missing leverage to use in negotiating with Iran over their nuclear weapons program.
