Obama’s potential energy and environmental advisors emerge
As preparation for the transition to the Obama administration begins, some hints as to who will play an important role in his presidency are emerging. With respect to energy and the environment, Obama has added two people of special interest to his advisory board: Carol Browner, head of the Environmental Protection Agency under Clinton, and Federico Pena, the ex-Transportation and Energy secretary.
Addtionally, it is believed that a leading candidate for EPA chief is Howard Learner, founder of the Environmental Law & Policy Center (which is leading the effort to pass the Illinois Clean Car Act) and is an environmental advisor to Obama.

I’ve worked with Howard Learner and have found him to be a pretty smart and capable guy. This strikes me as a pretty good pick.
Scott, thanks for the feedback on Howard. It'll be interesting to see how Obama's cabinet unfolds.
My modest proposal would call for the next EPA Administrator to be from a public interest/NGO background. EPA has not had a visionary with strong management skills for many years. Having managed a group with 10 or so staff may not be enough, as he or she may not have the experience to manage such a large system. If the new Administrator cannot run EPA, then it will run the Administrator.
